Unfortunately, based on Federal Trade Commission’s USA Made standards (here), the AAFCO describes “Made in USA” pet food labeling as:
“…all or virtually all” means that all significant parts and processing that go into the product must be of US origin. That is, the product should contain no – or negligible – foreign content. So just putting together ingredients in the US is not enough. Additionally, just getting ingredients from a broker within the US is not enough. If ingredients are imported, then it is very difficult to justify the use of the phrase “Made in the USA.”
So, assuming that a brand of dog treats labeled “Made in the USA” is actually made with ingredients sourced in the United States is not unreasonable. However, the AAFCO does not actually have any regulatory authority over this.
AAFCO regulations are only used as a “guideline” for pet food manufacturers to follow in order to have their products licensed by the state that they are sold in. Sadly, the Federal Trade Commission is known for caring very little about pet food manufacturing laws.
Basically, dog foods and treats that are labeled as “Made in the USA” are only “made,” packaged, and put together in the United States, but the ingredients (the crucial part) that are used in the manufacturing process were not necessarily sourced in the U.S. It takes a lot of legwork to find dog treats made in the USA, so here's a list to help you out.
